Ever gear-dependent, as are most Barbarian builds, Whirlwind is popular due to being one of the only Barbarian skills to deal area of effect damage. 5 base damage and -20 WIAS, and then gets both that 50% global ED vs Axes share a lot of the same good runewords as swords, but tend to have a higher average damage than swords, though it's close.
